时政翻译中“统筹”一词的译法（上）
“统筹”一词是中国特色时政话语中使用频率极高的一个词，在党的二十大报告里使用了二十余次，遍及各领域工作安排。根据《新汉英大辞典》，“统筹”一词的意思为plan as a whole/make a overall plan，但在时政话语中这个词语域较高，其涵义也常常随着语境不同而变动不居，在翻译时则需要注意其中细微的差别。总的来说，此类高语域词在译为英文时应译为较低语域的词语，以使文本更易为理解。
“统筹”一词在含义上有一定的奇妙之处，似乎是把“统”和“分”两种相反的意思囊括到了一起。作为“统”的一面，统筹有全面安排、通盘考虑的意思，换句话说，“统筹”就是“兼顾”；作为“分”的一面，统筹又有对整体的各个部分平衡、协调安排的意思，换句话说，“统筹”就是“协调”。因此，在翻译“统筹”时，我们基本可以分别采取“兼顾”和“协调”两个路向来进行。
统筹即“兼顾”，最简单的翻译是both……and，或者就是and，表示的是一种“既……又……”的关系。
如【例1】至【例4】：
最大限度保护了人民生命安全和身体健康，统筹疫情防控和经济社会发展取得重大积极成果。
We have protected the people’s health and safety to the greatest extent possible and made tremendously encouraging achievements in both epidemic response and economic and social development.
统筹发展和安全。
we have worked to both pursue development and safeguard security./ ensure both development and security.
统筹维护和塑造国家安全。
We will both uphold national security and create the conditions for ensuring it.
健全覆盖全民、统筹城乡、公平统一、安全规范、可持续的多层次社会保障体系。
We will further improve the multi-tiered social security system that covers the entire population in urban and rural areas and see that it is fair, unified, reliable, well-regulated, and sustainable.
“兼顾”的意思除了表示“既……又”之外，还可以表示“寓于……中”，即在一件事情过程中完成另一件事，因此还可以有以下的译法：
党中央统筹中华民族伟大复兴战略全局和世界百年未有之大变局。
The Party Central Committee has pursued a strategy of national rejuvenation amid global changes of a magnitude not seen in a century.
全面加强国家安全教育，提高各级领导干部统筹发展和安全能力。
We will conduct extensive public communications about the importance of national security and improve the ability of leading officials at all levels to ensure security in the pursuit of development.
统筹作为整体的全面的安排，同时也意味着综合的、统一的安排，因此在某些特定语境下也可采取integrate、unified等译法，如以下例子：
统筹城乡就业政策体系。
We will integrate the urban and rural employment policy systems.
完善基本养老保险全国统筹制度。
We will improve the unified national management system for basic old-age insurance funds.
推动基本医疗保险、失业保险、工伤保险省级统筹。
We will work toward provincial-level unified management of funds for basic medical insurance, unemployment insurance, and workers’ compensation.
