UNWTO is the world's most influential intergovernmental international tourism organization, with 159 member countries, headquartered in Madrid, Spain as its depositary. China joined the organization in 1983. At the 17th session of the UNWTO plenary Assembly in November 2007, China proposed that Chinese be included as the official language of the organization. The plenary adopted the Chinese proposal and adopted an amendment to article 38 of the Constitution of the World Tourism Organization, namely that "the official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish ".
According to the UNWTO Constitution, the amendment must be approved by the plenary Assembly, more than 2/3 member States to complete the approval procedures before it can enter into force. Since the adoption of the amendment in 2007, China has done a lot of work, jointly with UNWTO to promote the member states to fulfill the ratification procedures as soon as possible and to make Chinese the official language of the UNWTO as soon as possible. In January 2021, the number of ratifications of the amendment reached 106, in accordance with the statutory number and the amendment came into force.
